Unis Pour Pibrac is a collective of citizens from Pibrac, representing all socio-professional categories, all ages, and diverse backgrounds.

It is a dedicated team gathered around Bruno COSTES, former Mayor of Pibrac (2015–2020), committed to carrying forward, alongside him and guided by the values that unite us all, an alternative project for the upcoming municipal elections on March 15, 2026 — so that Pibrac can once again become a dynamic and pleasant place to live.

Who are we?

Teaming up with you for Pibrac

Bruno COSTES holds an Engineering degree and a PhD in Chemistry.

After serving in Airbus’s research and design departments, he founded in 2002 the company’s first Environmental Department and its environmental network. He is also the founding President of the Environment and Sustainable Development Commission of GIFAS (the French Aerospace Industries Association).

International Influence and Key Programs

He has been actively involved in numerous international organizations (United Nations / Montreal Protocol, Accounting Standards Authority, etc.). As Environment Director at Airbus, he launched innovative programs, including the creation of TARMAC AEROSAVE, the aircraft dismantling facility in Tarbes.

In 2011, he co-founded the IAEG (International Aerospace Environmental Group) with Boeing and Airbus—an international organization bringing together nearly 100 companies to harmonize the environmental approach of the aerospace supply chain. He held executive roles there and served as its President until July 2025.

Standardization and Local Engagement

Deeply involved in voluntary standardization, Bruno COSTES was President of the Strategic Environment and Corporate Social Responsibility Committee at AFNOR. He is a member of the Board of Directors and President of the CCPN (French Standardization Steering and Coordination Committee), the official French body responsible for defining national positions and strategies in standardization.

At the local level, he initiated the COMMUTE program, whose European funding enabled the creation of a carpooling area at the entrance of the city, a bike path behind Carrefour Market, and the ECOMODE app, which promotes eco-friendly mobility behaviors. He also founded the GEMME association (Employers’ Group for Mobility and the Environment) to support the development of sustainable mobility solutions.

He served as Mayor of Pibrac (2015–2020) and as President of the Road Infrastructure Commission of Toulouse Métropole.

Our Values and Our Vision

Pibrac has approximately 8,800 inhabitants and is located 12 km from the center of Toulouse, 10 km from Toulouse-Blagnac Airport, and just a few kilometers from the aerospace employment hub. It is one of the 37 municipalities that make up Toulouse Métropole.

The UNIS POUR PIBRAC team is convinced that:

Pibrac includes a significant portion of the Bouconne forest and is the second largest city in Toulouse Métropole by area (26 km²). It is a small town rich in history, boasting remarkable architectural heritage with several listed monuments (such as the Château de Pibrac and the Church of Sainte-Marie-Madeleine), as well as a unique religious history tied to the veneration of Saint Germaine (including her house, relics, and the minor basilica dedicated to her).

The town is valued for its privileged living environment, where urban life meets nature, and for its favorable socio-economic profile.

However, Pibrac faces the typical challenges of fast-growing peri-urban communities, particularly in areas such as security, transportation, and land pressure.

Preserving the town’s charm, character, and unique quality of life—while modernizing the services offered to residents—will be the key challenges in the coming years.

  • that the success of a municipal team depends on its ability to listen and remain close to residents, as well as on its honesty and effectiveness in implementing the actions decided or required within the set timelines and budgets, and on its capacity to anticipate urban developments in line with a shared vision of the city. In this regard, we firmly believe that residents must be involved in the city’s key decisions as part of a renewed model of local governance,

  • that the complementary skills and expertise of the UNIS POUR PIBRAC team — its proven experience in management and administration, its knowledge of and close ties with the local economic fabric, businesses, Toulouse Métropole, and neighboring towns — make it the most capable of effectively managing the municipality in the years to come and meeting these challenges.
